Foreign visitor who has lost his/her passport while visiting Singapore is required to report to the Immigration & Checkpoints Authority to regularise their stay before they depart Singapore with the replaced travel document.
Procedures for Regularisation of Stay
If you have lost your passport in Singapore, you must first report the lost of your passport at any Police Station, Neighbourhood Police Centre or Neighbourhood Police Post, without delay.
Next, you should contact your Embassy, High Commission or Consular Office to apply for a replacement of your travel document. You may refer to the Singapore Ministry of Foreign Affairs website (www.mfa.gov.sg) for the address or contact details of the Foreign Missions Accredited to Singapore. Alternatively, you can call directory service at 100 to enquire for the registered address or contact details of your Mission office.
Once you have obtained your temporary/replacement travel document or any documentary proof that you have applied for a replacement travel document, you are required to report to the Visitor Services Centre, 4th floor of the Immigration & Checkpoints Authority (ICA) Building to regularise your stay.

Once ICA has ascertained your legal entry into Singapore, you will be granted a visit pass on your temporary/replacement travel document to facilitate your departure.
